Description

Markon is seeking an experienced Onsite Construction Manager to support a U.S. Government (USG) program involving complex, large-scale construction projects. The selected candidate will ensure government requirements are met and oversee execution throughout all phases of construction—including cost, scope, schedule, safety, and commissioning.

Responsibilities

  • Act as the USG’s representative and coordinate with all stakeholders to ensure government interests are protected.
  • Oversee and validate project baselines (cost, scope, schedule) and ensure alignment with safety, quality, and commissioning standards.
  • Prepare and validate cost estimates and budgets.
  • Review contractor submittals and proposals for planning, sequencing, schedules, and methodologies.
  • Monitor contractor performance and report progress to the USG.
  • Collect and maintain all construction documentation on behalf of the government.
  • Attend and document construction meetings and progress updates.
  • Support the coordination of security-related work, including escorts and after-hours access.
  • Advise the USG on design, technologies, and construction methodologies to ensure best practices.
  • Verify project schedule and monitor critical path and milestones.
  • Coordinate deliveries to the construction site, including working with third-party contractors.
  • Collaborate with the USG Project Management Team to identify and mitigate operational risks.
  • Follow and enforce local security procedures regarding documentation and photography at the construction site.

Qualifications

  • Active TS/SCI with CI Poly Security clearance
  • Bachelor’s degree in Construction Engineering, Industrial Technology, or a related field, with a minimum of 10 years of construction management experience in the design and build of industrial or government facilities
    – OR –
    10+ years of relevant USG construction management experience in lieu of a degree.
  • Experience managing $50M+ construction projects.
  • In-depth knowledge of design-build project management practices.
  • Extensive knowledge of construction schedules and Critical Path Method (CPM) analysis.
  • Demonstrated experience in project commissioning.
  • U.S. Government construction experience (minimum 10 years).

Preferred qualifications:

  • Strong electrical knowledge, including experience with generators and UPS systems.
  • Experience managing overseas construction projects.
  • Active Project Management Professional (PMP) or Design-Build Institute of America (DBIA) certification.
  • Working knowledge of:
    • Earned value management
    • British Standards for construction
    • ICD 705 and SCIF construction
    • Export logistics and Joint Travel Regulation (JTR)
    • Federal acquisition regulations
  • Relevant certifications:
    • ACI Concrete Construction Special Inspector
    • CQM-C (Construction Quality Management for Contractors)
    • USACE EM 385 or OSHA 510
    • PMI-SP (Scheduling Professional)
    • SCPro or equivalent supply chain certification

Salary Range

USD $130,000.00 - USD $170,000.00 /Yr.
