Description

Markon is creating a team to provide Construction Management support for the Electronic Health Records Modernization (EHRM) across the Hines Veteran Affairs Medical Centers (VAMC). The team will be located on-site supporting infrastructure upgrades across the medical network through construction management, construction administration and claims services. 

 

The team will provide a wide range of support services related to operations, renovations, and new construction programs supporting non-recurring maintenance, and minor and major project support. Support will include development of Concept Plans, Independent Government Cost Estimates, schedules, and Technical Specifications for each individual project. Assistance will be required for project development through all phases for developing quality solicitation packages for Design-Bid-Build contracts.  

Responsibilities

The Construction Claims Analyst is a part-time, hybrid position. 1 day in office/week is required. 

  • Maintain thorough records of project occurrences, contracts, and construction-related matters.
  • Assist the Department of Veterans Affairs (VA) in conflict resolution efforts.
  • Perform project scheduling and conduct regular progress meetings with all stakeholders.
  • Deliver expert testimony in exceptional cases requiring specialized discipline expertise.
  • Provide claims/dispute resolution services as required by the Government for specific projects.
  • Document and review project status, identify problems, and facilitate resolution discussions.
  • Furnish comprehensive reports with supporting documentation necessary to:
    • Resolve disputes
    • Defend against claims
    • Assist in the preparation and assembly of appeal files.
    • Participate in meetings and negotiations with claimants.
    • Appear in legal proceedings as needed.
    • Prepare cost estimates for use during claims negotiations.
    • Develop Time Impact Analyses and evaluate claimed time delays.
    • Conduct risk assessments and analyses related to claim exposures.
    • Draft findings of fact and other documentation required by the Government.Document and review project status, identify problems, and facilitate resolution discussions.

      Provide claims/dispute resolution services as required by the Government for specific projects.

Qualifications

  • Must be a U.S. Citizen
  • Must have a Bachelor’s degree in engineering or related technical field
  • Minimum of 15 years of relevant experience in engineering, construction, or claims and litigation
  • Must have thorough understanding of the claims review and legal defense process and performs Cause and Effect Analysis, Cost and Schedule Integration and Entitlement Analysis

  • Medical facility expertise is preferred

Salary Range

USD $41.00 - USD $50.00 /Hr.
