Markon is seeking Financial Services Budget Formulation & Execution Analysts to support our Intelligence Customer to drive the success of the Intelligence Planning, Programming, Budget, and Execution Process.
Support budget program execution, ensuring alignment with available financial resources, and provide expert analysis and reporting on financial activities and trends.
Assist in developing comprehensive spend plans, monitoring financial execution, and ensuring proper documentation of commitments, obligations, and expenditures.
Accurately prepare, verify, and certify financial transactions and payments.
Record and track interagency agreements, including those under the Economy Act, and maintain systems to support seamless financial transactions.
Generate detailed budget reports and summaries for various stakeholders, including customer offices, components, and NIP programs.
Collaborate with stakeholders to ensure budgets are executed effectively and aligned with program goals and priorities.
Develop fiscal guidance and implementation schedules for each budget phase, subject to customer review.
Resolve outstanding financial obligations and undelivered orders while supporting COTRs and the Chief of Staff on requirements and process-related matters.
Create tools and methods to track spending, execution, commitments, and expenses, and develop strategic program briefs and communication materials such as talking points, briefs, and interagency reports.
Bachelor’s degree in Finance, Accounting, Economics, or a related field with 12–15 years of relevant experience, or a Master’s degree with 10–13 years of experience.
A minimum of 7–10 years of experience in government budgeting, with at least 3–5 years in the Intelligence Community.
Demonstrated expertise in government budget execution and deep understanding of the Intelligence Planning, Programming, Budget, and Execution (IPPBE) process.
Strong analytical, organizational, and communication skills with the ability to generate high-quality financial reports and materials for senior stakeholders and interagency use.
Proven ability to work independently and collaboratively in a fast-paced, classified environment while maintaining high attention to detail and accuracy in all financial documentation and processes.
