Description

Markon is seeking a Senior Procurement Policy Specialist to provide expert procurement and contracting policy support to an Intelligence Community customer. This role leverages deep federal and IC contracting expertise to advise leadership, shape policy, and improve procurement performance in support of strategic IC acquisition goals.

Responsibilities

  • Provide procurement and contracting policy support to the Acquisition, Procurement & Facilities Procurement Office.
  • Advise on and influence solutions supporting strategic IC procurement goals and business outcomes.
  • Recommend and implement new policies, processes, standards, and solutions to enhance procurement and contracting performance.
  • Conduct complex procurement and contracting analysis impacting multiple functional areas.
  • Develop highly technical written products and deliver briefings to diverse stakeholder audiences.
  • Apply expert knowledge of industry practices, contracting vehicles, and authorities to develop and improve standards and processes.
  • Support intelligence-related procurement requirements and information needs.

Qualifications

Required Qualifications

  • Active TS/SCI security clearance with polygraph.
  • Bachelor’s degree with 15+ years of relevant experience, or Master’s degree with 13+ years of relevant experience.
  • Deep expertise in federal and IC procurement policy and contracting.
  • Detailed knowledge of contract types, contracting vehicles, and acquisition authorities.
  • Experience supporting Intelligence Community procurement activities.
  • Strong experience in technical writing and briefing for senior audiences.
  • Understanding of intelligence priorities and information needs.

Certifications

At least one professional contracting certification, such as:

  • DAWIA Contracting Level III
  • DAWIA Program Management Level III
  • CPCM
  • CFCM
  • FAI certification

Salary Range

USD $170,000.00 - USD $190,000.00 /Yr.

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
