Description

Markon is seeking a Senior Program Manager to support an Intelligence Community customer by providing strategic leadership and oversight of a complex program, ensuring alignment with mission priorities, customer objectives, and enterprise initiatives. This role requires deep expertise in the customer’s Project Management Framework, strong experience managing large-scale programs, and the ability to operate effectively in high-visibility, fast-paced environments. The Senior Program Manager will engage directly with executive leadership, support strategic planning efforts, and drive program execution across multiple projects and stakeholders.

Responsibilities

  • Provide overall program management leadership for complex, multi-project IT initiatives supporting mission objectives.
  • Oversee program execution across the full lifecycle, ensuring alignment with customer goals, budgets, schedules, and performance metrics.
  • Ensure compliance with the Project Management Framework (PMF), including control gates, deliverables, and governance processes.
  • Lead program-level planning, scheduling, risk management, and performance tracking.
  • Manage and coordinate multiple project teams, ensuring integration across workstreams and stakeholders.
  • Develop and maintain program roadmaps, schedules, and strategic plans.
  • Prepare and deliver executive-level briefings, reports, and status updates.
  • Support and lead engagement with Strategic Review Boards (SRB) and other governance bodies.
  • Facilitate strategic planning sessions with government sponsors and senior leadership.
  • Oversee technical documentation and program deliverables, ensuring quality and compliance.
  • Coordinate with security personnel to support Certification and Accreditation (C&A) activities.
  • Manage program risks, issues, and dependencies, ensuring timely resolution and mitigation.
  • Drive collaboration across internal teams and external organizations to ensure program success.
  • Support acquisition, procurement, and resource planning activities across the program.
  • Ensure effective communication across all levels of the organization, including executive stakeholders.

Qualifications

  • Master’s degree plus 8 years of relevant experience, OR Bachelor’s degree plus 10 years of relevant experience.
  • Demonstrated experience managing large-scale, complex IT programs within the Intelligence Community.
  • Strong understanding of the Project Management Framework (PMF), including governance, control gates, and technical review processes.
  • Proven ability to lead multi-disciplinary teams and multiple concurrent projects.
  • Experience supporting Strategic Review Boards (SRB) and executive-level planning activities.
  • Strong experience in program planning, budgeting, scheduling, and performance management.
  • Excellent written and verbal communication skills, including the ability to brief executive leadership.
  • Strong organizational, leadership, and decision-making skills.
    Ability to operate effectively in high-pressure, fast-paced environments.
  • Advanced proficiency with Microsoft Office Suite (Word, Excel, PowerPoint).
  • Proficiency with Microsoft Project, Visio, and Access.
  • Experience with project tracking tools and customer messaging systems.
  • Strong mission focus and commitment to delivering high-quality results.

Preferred Qualifications

  • PMP certification or equivalent program/project management certification.
  • Background in field communications, coordination, or operational environments.

Salary Range

USD $180,000.00 - USD $200,000.00 /Yr.

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
