Description

Markon is seeking a Scrum Master to support an Intelligence Community customer by gathering, analyzing, documenting, and validating stakeholder requirements while supporting Agile software development activities. This role serves as a liaison between customer stakeholders, program leadership, and software development teams, translating mission and business needs into actionable requirements, user stories, and development priorities.

Responsibilities

  • Gather, analyze, document, and validate stakeholder requirements for customer systems and applications.
  • Translate stakeholder needs into technical requirements, user stories, project objectives, and actionable development tasks.
  • Manage the creation, review, prioritization, and tracking of IT and functional requirements throughout the development lifecycle.
  • Facilitate Agile / Scrum activities and coordinate task assignments, priorities, dependencies, and project scope.
  • Serve as a liaison between technical teams, management, end users, and other customer stakeholders.
  • Develop and maintain documentation covering requirements, concepts of operation, processes, system functionality, and technical solutions.
  • Translate complex technical information for both technical and non-technical audiences and develop briefings for customer leadership.
  • Review software designs, change specifications, development plans, and test requirements against approved requirements.
  • Support integrated testing and User Acceptance Testing (UAT) prior to production deployments.
  • Support short- and long-range planning, customer design reviews, and final implementation approval documentation.

Qualifications

  • Active TS/SCI clearance with Polygraph required.
  • Bachelor’s degree in Business, Information Technology, Project Management, Business Operations, or a related field.
  • 3+ years of relevant experience in IT requirements management, systems development, systems management, business analysis, or related technical project support.
  • Experience gathering and translating stakeholder needs into requirements and user stories.
  • Working knowledge of Agile / Scrum methodologies and the software development lifecycle (SDLC).
  • Experience with Jira, Confluence, Visio, or similar collaboration, requirements, and visualization tools.
  • Ability to decompose complex requirements into actionable development tasks and programmable user stories.
  • Strong analytical, technical writing, facilitation, and requirements management skills.
  • Excellent communication and customer relationship skills with the ability to work across technical teams, support staff, and executive leadership.
  • Proficiency with Microsoft Office applications.

Desired Qualifications

  • Scrum Master, Agile, or related project management certification.
  • Additional education or training in Information Technology or application development.
  • Experience supporting IT services, application development, or technology deployments for federal government or Intelligence Community customers.
  • Experience facilitating Agile ceremonies, backlog refinement, sprint planning, and requirements prioritization.
  • Experience supporting system testing, UAT, design reviews, and production deployments.

Salary Range

USD $160,000.00 - USD $180,000.00 /Yr.

The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
