Description

Markon is seeking a Technical Systems Project Manager to support an Intelligence Community client in Chantilly, Virginia. This position will coordinate operational project planning, engineering services, logistics, and deployment activities supporting a new enterprise-level IT platform and its mission partners. The Technical Systems Project Manager will work across Sponsor organizations, vendors, and program elements to translate stakeholder needs into executable technical plans and guide projects through implementation.

 

NOTE: This position requires infrequent CONUS travel on an "as needed" basis, as directed by the client.

Responsibilities

  • Coordinate the planning, engineering, logistics, implementation, and deployment of a new enterprise-level IT platform and associated network services.
  • Develop, coordinate, and execute technical implementation plans across Sponsor organizations, mission partners, vendors, and program elements.
  • Identify, document, and track dependencies, requirements, decisions, and action items across multiple stakeholders.
  • Define and document technical requirements to ensure solutions appropriately address stakeholder and operational needs.
  • Develop and maintain project plans and schedules across multiple stages of the project lifecycle.
  • Apply established project management processes to monitor cost, schedule, performance, and project risk, identifying variances and implementing corrective actions when necessary.
  • Develop, maintain, and oversee appropriate technical and project documentation.
  • Participate in resource planning and develop cost-estimating strategies for future projects.
  • Evaluate project issues and adapt plans based on changes to cost, schedule, quality, requirements, or performance.
  • Coordinate with stakeholders to navigate organizational policies, procedures, and technical requirements while identifying viable paths forward.
  • Provide regular project status, requirements, timelines, risks, and recommendations to stakeholders and management.
  • Build productive partnerships across organizational boundaries to support operational and mission requirements.
  • Maintain current technical knowledge and effectively communicate technical and programmatic information across diverse audiences.

Qualifications

Required:

  • An active TS/SCI with FSP (preferrably with this client) is required to be considered.
  • Bachelor’s degree related to the technical discipline and at least 6 years of relevant experience; OR
    • Associate’s degree and at least 8 years of relevant experience; OR
    • No degree and at least 10 years of relevant experience.
  • Demonstrated experience performing technical project coordination or management, including successfully achieving program milestones and resolving project issues.
  • Experience supporting IT system development and implementation.
  • Experience developing and coordinating technical requirements, implementation plans, schedules, and project documentation.
  • Demonstrated ability to manage and prioritize multiple concurrent project requirements while monitoring cost, schedule, and performance.
  • Experience briefing stakeholders and varying levels of management on technical requirements, project status, and timelines.
  • Strong stakeholder-management, negotiation, and coordination skills with the ability to work effectively across organizational boundaries.
  • Strong written and verbal communication skills with the ability to work both independently and collaboratively.
  • Willingness and ability to travel on an infrequent, as-needed basis, primarily CONUS.

Desired:

  • Experience supporting mission systems.
  • Experience deploying technical systems into operational environments.
  • Experience with non-traditional procurement and establishing clandestine communications solutions.
  • Experience with standard Agency IT procurement processes, including DVV.
  • Project Management Professional (PMP) certification.

Salary Range

USD $170,000.00 - USD $200,000.00 /Yr.

The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
