Description

PLEX Solutions, A Part of Markon is looking for a Solution Train Engineer to support a program in the Annapolis Junction, MD area.  The Solution Train Engineer will lead the coordination, execution, and continuous improvement of a complex technical Solution Train within a large-scale Agile and cyber-centric DoD environment. This role is responsible for facilitating Solution Train events, managing the flow of value across multiple Agile Release Trains, coordinating technical dependencies, and ensuring alignment among engineering teams, program leadership, vendors, and external cybersecurity organizations.

The ideal candidate is a hands-on, highly engaged leader who takes ownership, actively collaborates with stakeholders, understands team needs, and helps remove obstacles to successful delivery. The Solution Train Engineer will also guide and coach Release Train Engineers, Scrum Masters, technical leads, and other stakeholders in Lean-Agile and systems engineering practices.

Responsibilities

 
  • Facilitate Solution Train execution and large-scale organizational ceremonies, including:
  • Pre- and Post-Program Increment Planning
  • Solution Demos
  • Inspect and Adapt events
  • Value Stream Syncs
  • Cross-train planning and coordination sessions
  • Manage and optimize the flow of value through the Solution Train using enterprise-level tools such as Jira and Confluence.
  • Coordinate architectural alignment, technical interdependencies, capabilities, and integration activities across multiple Agile Release Trains and technical suppliers.
  • Facilitate collaboration and communication among engineering leads, Product and Program Management Office representatives, vendors, external cybersecurity organizations, and other stakeholders.
  • Identify, track, and resolve cross-team and cross-train impediments, risks, issues, and dependencies.
  • Monitor Solution Train performance and provide clear, concise reporting on delivery progress, technical dependencies, risks, and performance metrics.
  • Develop and maintain documentation related to technical requirements, system interdependencies, architectural decisions, program risks, and delivery status.
  • Support the alignment of technical strategy, solution intent, architecture, and implementation activities across the Solution Train.
  • Promote transparency and effective information flow across teams, trains, suppliers, and program leadership.
  • Actively engage with teams to understand their needs, coordinate support, and ensure timely resolution of issues.
  • Guide, mentor, and coach technical leads, Release Train Engineers, Scrum Masters, and other Agile leaders in Lean-Agile systems engineering practices.
  • Support continuous improvement across the Solution Train by identifying process improvements, facilitating retrospectives, and implementing actionable improvement plans.
  • Ensure Agile practices are appropriately adapted to support the needs of a complex, cyber-focused DoD program environment.
  • Partner with program leadership and stakeholders to ensure delivery activities remain aligned with contractual, technical, security, and mission objectives.
  • Familiarity with systems engineering lifecycle processes, technical baseline management, and requirements traceability.
  • Experience coaching organizations in Lean-Agile transformation and SAFe implementation.

 

Qualifications

  • Active TS/SCI w/ Polygraph
  • Bachelor’s degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited college or university.
  • Minimum of a Bachelor’s degree with 18 years of relevant experience (OR) Master’s degree with 15 years of relevant experience (OR) High school diploma or associate degree with 20 years of relevant experience
  • Experience developing products and/or managing engineering activities in software, systems, or technical development environments.
  • Demonstrated experience coordinating complex technical programs involving multiple Agile Release Trains, engineering organizations, or technical suppliers.
  • Strong understanding of Agile at scale, particularly the Scaled Agile Framework (SAFe), in a cyber-centric Department of Defense program environment.
  • Experience supporting DoD contracts, military programs, or other government technology initiatives.
  • Background in cybersecurity, cyber operations, information assurance, or related security disciplines.
  • Experience facilitating large-scale planning, execution, synchronization, and continuous improvement events.
  • Experience using enterprise collaboration and program management tools, including Jira and Confluence.
  • Strong communication, facilitation, organization, and stakeholder management skills.
  • Ability to work effectively with engineering teams, program leadership, vendors, PMO personnel, and external cybersecurity organizations.
  • Demonstrated ability to take ownership, remain actively engaged, and drive issues to resolution.
  • Candidates must hold at least one of the following certifications:  SAFe Solution Train Engineer (STE), SAFe Release Train Engineer (RTE), SAFe Practice Consultant SPC)
  • Experience with Solution Train leadership and facilitation
  • Familiarity with Lean-Agile and SAFe implementation
  • Proficiency in Systems engineering and technical integration, Cross-program dependency management, Cybersecurity and DoD program execution
  • Strong Stakeholder collaboration and communication skills
  • Experience with risk, issue, and impediment management
  • Strong technical documentation and reporting
  • Demonstrated experience with coaching, mentoring, and organizational leadership
  • Ideal candidate will take ownership, initiative, and hands-on engagement in this role

Salary Range

USD $210,000.00 - USD $250,000.00 /Yr.

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
